pretty difficult to limit the height of a page to the height of a browser window when you cannot be certain of the height - I am running on a 1400x1200 monitor at the moment, for example, yet sometimes also use 800x600, and other times view in Links at 80x25 characters.
Your ideas are good (except the frames idea). I'll add them into the updates when I get home.
I've been pretty busy over the last half week moving office, so haven't had much time to manage the website. There are other admins, though...
